Electronic building identity
The Electronic Building Identity is a comprehensive digital record that documents all data related to a property-public or private-through the information system of the Ministry of Environment and Energy. The aim of the system is the continuous and reliable recording of the actual condition of buildings.
Mandatory Requirement & Deadlines
All buildings without unauthorized constructions or alterations are required to obtain an Electronic Building Identity within 10 years from the launch of the system.
Buildings that have been included or are to be included in unauthorized construction regularization schemes (Laws 4178/2013, 4014/2011, 3843/2010) must complete the Electronic Identity within 5 years.
The initial registration of properties is expected to be completed within 10 years, for both public and private buildings.
Cases Where Completion Is Mandatory
The Electronic Building Identity is required:
For every property transfer
For the issuance of a building permit or small-scale works approval
Periodically, depending on the building’s use and function
With the activation of the system, the engineer’s certificate and the Energy Performance Certificate are replaced by the Building or Property Completeness Certificate, issued through the Electronic Building Identity.
Contents of the Electronic Building Identity
The Identity includes:
Building permit
Approved permit drawings
Construction inspection certificate (if applicable)
Energy Performance Certificate (EPC)
Floor plan drawings
Declaration of unauthorized construction regularization (where required)
Architectural study inspection form
Structural study and structural vulnerability inspection form
Ownership percentage (millage) table and building cost allocation study
Electromechanical installations inspection form
